Position Statement
Rehabilitation Network of AR (Rehab Net) strongly supports the Medicare Patient
Access to Physical Therapists Act (HR 3363) as introduced on November 28, 2001,
by Congressman Philip M Crane (R-Ill) and Congressman Earl Pomeroy (D-ND). HR
3363 recognizes the ability of licensed physical therapists to evaluate, diagnose,
and treat beneficiaries requiring outpatient physical therapy services under
Part B of the Medicare program, without a physician referral. The exact same
bill was introduced on April 30, 2002 as a bipartisan bill in the Senate (S.
2386) by Senator Blanche Lambert (D-AR) and Senator Arlen Specter (R-PA). The
current system limits access and discriminates between the younger population
and the senior citizens. Such access for beneficiaries is critical as Congress
looks to reform the Medicare program.
