Direct Access for Medicare Patients
Position Statement

Rehabilitation Network of AR (Rehab Net) strongly supports the Medicare Patient Access to Physical Therapists Act (HR 3363) as introduced on November 28, 2001, by Congressman Philip M Crane (R-Ill) and Congressman Earl Pomeroy (D-ND). HR 3363 recognizes the ability of licensed physical therapists to evaluate, diagnose, and treat beneficiaries requiring outpatient physical therapy services under Part B of the Medicare program, without a physician referral. The exact same bill was introduced on April 30, 2002 as a bipartisan bill in the Senate (S. 2386) by Senator Blanche Lambert (D-AR) and Senator Arlen Specter (R-PA). The current system limits access and discriminates between the younger population and the senior citizens. Such access for beneficiaries is critical as Congress looks to reform the Medicare program.
